Kentucky Association of Adult Day Centers (KAAD) – Rate Increase

Objective

To secure a 10% rate increase for services provided by Adult Day Centers to the elderly population effective July 1, 2006.  The last rate increase for Adult Day services was in 2000.

Strategy

Develop a plan with KAAD to determine the need, rationale and financial impact statement.

Host a Health & Welfare meeting at a Day Center operation to educate Legislators on what a Day Center is, services provided and to hear testimony first hand from families who access the services of an Adult Day Center.

Present the issue on a one page Fact Sheet:  costs have risen since 2000, Adult Day services save significant Medicaid dollars on the cost per patient when compared to an institutional setting, it is a desired service delivery model by the client and their families and it saves in health care costs.

Secure the support of the Executive Branch Health Services Cabinet and other alliances such as the AARP.

Educate and encourage members of the provider association to contact their member of the KY House and Senate Chambers.  Invite lawmakers to visit a Day Center in their district.  Encourage families to contact lawmakers to “tell their story”.

Meet with Members of the Appropriations Subcommittee on Health Care.

Follow-up, follow-up, follow-up!

Results

Providers received a 10% rate increase effective July 1, 2006 for a total appropriation of $4.4 million.
