ResCare – Increased Funding Through a Federal/State Partnership
Objective
To secure a rate increase for the services provided to individuals with mental retardation and other developmental disabilities. In the previous four years rates had decreased.
Strategy
Recruited a “champion’ who holds one of the most powerful positions in the legislature.
Researched federal law and devised a plan to maximize federal matching funds, creating a win-win for state government, the providers of the services and the individuals served.
Communicated directly with federal oversight agency.
Recruited and educated the provider association members on a grassroots campaign.
Drafted resolutions to build grassroots support, held press conference with the governor.
Worked the Executive Branch and the Legislative Branch in a parallel campaign.
Results
A rate increase of over 10% with a net to providers of over 5%, resulting in over $2 million in increased revenues for one provider.
