Election Contest

OWENSBORO – The Daviess County Board of Elections is proposing to conduct the recount of the 13th House District on February 2nd. 

The board believes they can do the recount in one day, but they will begin preparing for the recount on January 31st. 

The recount will include a hand count of all paper ballots scanned into the Escan machines located at the polling places on election day, along with both the Absentee In-House and Mail-In Escan machines. The recount will not include votes cast on the electronic machine, those will be added to the count of the paper ballots. 

The 17 absentee ballots that weren’t counted as a result of not being signed or otherwise being sent in incorrectly will be reviewed to see if the ballots satisfy the qualifications. 

The election will take place at the Daviess County Election Warehouse where the machines are stored. 

The candidates will be required to pay for the recount, the proposal states:

“To protect the County from incurring expenses in regards to this recount, the Board requests that the Committee require the candidates post a bond with the Daviess Circuit Court in an amount sufficient amount to cover expenses for the Recount. Further, the Board requests that the Recount begin once the candidates post the bond.”

The board estimates the total cost of the recount will be $10,200. 

After the recount is completed, the board estimates it will have the report completed in three days.

The House Election Contest Board must review the proposal before the Daviess County Board of Elections moves forward.
