Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. (April 20, 2018) – Gov. Bevin has made the following appointments to Kentucky boards and commissions. 

Jenean Hampton, Joe Allen Carpenter, Rebecca Gillis, Henry Bertram, Gregg Martin Bayer, Richard Payne, Ronnie Lee Day, Dana Lynn Jenkins, Brian Houillion, Douglas Tackett, Ryan Martin Halloran, Edward J. Meiman III, Michael Dossett, Michael Blaine Hedges, Mike Sunseri, Mike Burke, Robert Francis, Steven Hensley, Shawn Mertz, and Jeremy Slinker have been appointed to the Kentucky Emergency Response Commission. 

• Lt. Gov. Jenean Hampton, of Frankfort, is Lieutenant Governor of Kentucky. She will represent the Office of the Lieutenant Governor and serve for a term expiring April 17, 2020; and
• Joe Allen Carpenter, of Springfield, is emergency management director of Washington County. He will represent technical expertise in the emergency response field and serve for a term expiring April 17, 2020; and
• Rebecca Gillis, of Frankfort, is a division director with the Kentucky Department for Public Health. She will represent health services and serve for a term expiring April 17, 2020; and
• Henry Bertram, of Falmouth, is a former judge/executive of Pendleton County. He will represent local government and serve for a term expiring April 17, 2018.
• Gregg Martin Bayer, of Georgetown, is battalion chief with the Lexington Fire Department. He will represent persons with technical expertise in the emergency response field and serve for a term expiring April 17, 2020; and
• Richard Payne, of Owensboro, is emergency management specialist for Owensboro Health Regional Hospital. He will represent local government and serve for a term expiring April 17, 2020; and
• Ronnie Lee Day, of Morehead, is executive director of the Kentucky Fire Commission. He will represent the Kentucky Commission on Fire Protection, Personnel Standards and Education and serve for a term expiring April 17, 2020; and
• Dana Lynn Jenkins, of Pleasureville, is a program coordinator with the Kentucky Department of Agriculture. She will represent the Department of Agriculture and serve for a term expiring April 17, 2020; and
• Dr. Brian Houillion, of Frankfort, is a special assistant to the Secretary of the Kentucky Public Protection Cabinet. He will represent persons with technical expertise in the emergency response field and serve for a term expiring April 17, 2020; and
• Douglas Tackett, of Pikeville, is director of Pike County Emergency Management. He will represent persons with technical expertise in the emergency response field and serve for a term expiring April 17, 2020; and
• Ryan Martin Halloran, of Frankfort, is an attorney with the Kentucky Office of Attorney General. He will represent the Kentucky Office of Attorney General and serve for a term expiring April 17, 2020; and
• Edward J. Meiman III, of Louisville, is director of Louisville Metro Emergency Management. He will represent persons with technical expertise in the emergency response field and will serve for a term expiring April 17, 2020; and
• Michael Dossett, of Louisville, is director of the Kentucky Division of Emergency Management. He will represent the Kentucky Division of Emergency Management and serve for a term expiring April 17, 2020; and
• Col. Michael Blaine Hedges, of Frankfort, is executive director of the Kentucky Commission on Military Affairs. He will represent persons with technical expertise in the emergency response field and serve for a term expiring April 17, 2020; and
• Mike Sunseri, of Versailles, is deputy executive director of the Kentucky Office of Homeland Security. He will represent persons with technical expertise in the emergency response field and serve for a term expiring April 17, 2020; and 
• Mike Burke, of Frankfort, is a deputy state fire marshall for the Commonwealth of Kentucky. He will represent the Office of the State Fire Marshall and serve for a term expiring April 17, 2020; and 
• Robert Francis, of Lexington, is manager of the environmental response team for the Kentucky Department for Environmental Protection. He will represent industry and serve for a term expiring April 17, 2020; and
• Steven Hensley, of Villa Hills, is director of Homeland Security Emergency Management for Kenton County Fiscal Court. He will represent technical expertise and serve for a term expiring April 17, 2020; and 
• Shawn Mertz, of Pleasureville, is a firefighter for Franklin County Fire Department. He will represent local government and serve for a term expiring April 17, 2020; and
• Lt. Col. Jeremy Slinker, of Richmond, is a police lieutenant with the Kentucky State Police. He will represent the Kentucky State Police and serve for a term expiring April 17, 2020.

The Kentucky Emergency Response Commission is charged with developing policies related to the response of state and local governments to releases of hazardous substances and developing standards of planning for these events. It also develops reporting requirements for those who manufacture, use, transfer or store these substances. The group provides information to the public concerning hazardous substances within the communities, develops training requirements and establishes requirements for local governments and covered facilities to exercise plans related to hazardous substance response.
