FRANKFORT, Ky.  Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

Vickie Dale Feldman has been appointed as Magistrate for the Second District of Garrard County.

  • Vickie Dale Feldman, of Lancaster, is retired. She will serve until the position is filled in accordance with the results of the November 2019 general election, pursuant to the provisions of Section 152 of the Kentucky Constitution.

Tonya Darnell McGowan has been appointed as a City Councilperson for the City of Fredonia.

  • Tonya Darnell, McGowan, of Fredonia, is a registered nurse. She will serve until the position is filled in accordance with the results of the November 2019 general election, pursuant to the provisions of Section 152 of the Kentucky Constitution.

Vince Barber and Billy Augusta Forbess II have been appointed as members of the Judicial Nominating Commission for the 22nd Judicial Circuit and District of Kentucky.

  • Vince Barber, of Lexington, is an information technology manager. He will serve for a term expiring Jan. 1, 2022; and
  • Billy Augusta Forbess II, of Lexington, is a dentist. He will serve for a term expiring Jan. 1, 2022.

The Judicial Nominating Commission for the 22nd Judicial Circuit and District of Kentucky is composed of seven members, including the Chief Justice of the Supreme Court, two members of the Kentucky Bar Association, and four members appointed by the Governor from among persons not members of the Kentucky Bar Association. Of these four members, there are two representatives of each political party.

Philip Daniel Williamson has been appointed as a member of the State Board of Medical Licensure.

  • Philip Daniel Williamson, of Fort Thomas, is an attorney. He will represent citizens at-large and serve for a term expiring Aug. 31, 2021.

The Kentucky Board of Medical Licensure is composed of 15 members, 11 of whom are appointed by the Governor. The Board is responsible for protecting the public by ensuring that only qualified medical and osteopathic physicians are licensed and initiating appropriate disciplinary action when violations of the Medical Practice Act occur. In addition, the Board regulates the practice of Physician Assistants, Surgical Assistants, Athletic Trainers and Acupuncturists in the Commonwealth.

Heather R. Overby has been appointed as a member of the School Facilities Construction Commission.

  • Heather R. Overby, of Prospect, is chief financial officer for the Kentucky Municipal Energy Agency. She will serve for a term expiring Dec. 31, 2024.

The School Facilities Construction Commission is composed of eight gubernatorial appointees. The Commission was created to help local school districts meet the construction and education technology needs of the Commonwealth.

Patrick M. Henderson has been appointed as a member of the Center for Pollution Prevention Board of Directors.

  • Patrick M. Henderson, of Irvington, is a farmer. He will represent members at-large and serve for a term expiring July 15, 2021.

The Center for Pollution Prevention Board of Directors consists of ten members, seven which are appointed by the Governor, and is charged with governing the Center for Pollution Prevention.

Joe A. Choate has been appointed as a member of the Commission on Fire Protection, Personnel, Standards and Education.

  • Joe A. Choate, of Hardyville, is the Hart County Judge/Executive. He will serve for a term expiring July 16, 2022.

The Commission on Fire Protection, Personnel, Standards and Education strengthens, upgrades and improves the fire services for the citizens and industries within the Commonwealth through standardized education, training, communication and distribution of funds.

Ryan Gabriel Broyles has been appointed as a member of the Kentucky Licensing Board for Specialists in Hearing Instruments.

  • Ryan Gabriel Broyles, of Rockfield, is an audiologist. He will serve for a term expiring July 31, 2021.

The Kentucky Licensing Board for Specialists in Hearing Instruments regulates and controls the licensing, conduct and operation of hearing instruments within the Commonwealth.

Billy Ray Campbell has been appointed as a member of the Kentucky Board of Prosthetics, Orthotics, and Pedorthics.

  • Billy Ray Campbell, of Louisville, is an orthotic provider. He will represent licensed orthotists and prosthetists and serve for a term expiring July 1, 2021.

The Kentucky Board of Prosthetics, Orthotics, and Pedorthics regulates and controls the licensing and conduct of orthotics, prosthetics, and pedorthics within the Commonwealth.

Thomas Barrow Stephens has been appointed as a member of the Historic Properties Advisory Commission.

  • Thomas Barrow Stephens, of Lexington, is Secretary of the Kentucky Personnel Cabinet. He will serve for a term expiring Aug. 11, 2021.

The Historic Properties Advisory Commission provides continuing attention to the maintenance, furnishings, and repairs of the Executive Mansion, Old Governor’s Mansion and the New State Capitol.
