Kentucky Association of Adult Day Centers (KAAD)

OBJECTIVE: To secure a 10% rate increase for services provided by Adult DayKAADC Centers to the elderly population effective July 1, 2006. The last rate increase for Adult Day services was in 2000.


STRATEGY: 
Develop a plan with KAAD to determine the need, rationale and financial impact statement.

Host a Health & Welfare meeting at a Day Center operation to educate legislators on what a Day Center is, including services provided, and to hear testimony firsthand from families who access the services of an Adult Day Center.

Present the issue on a one-page fact sheet: costs had risen since 2000, Adult Day services saved significant Medicaid dollars on the cost per patient when compared to an institutional setting, it was a desired service delivery model by the client and their families, and it saved in health care costs.

Secure the support of the Executive Branch Health Services Cabinet and other alliances such as the AARP.

Educate and encourage members of the provider association to contact their members of the Kentucky House and Senate Chambers. Invite lawmakers to visit a Day Center in their district. Encourage families to contact lawmakers to tell their stories.

Meet with members of the Appropriations Subcommittee on Health Care.

RESULTS: Providers received a 10% rate increase effective July 1, 2006, for a total appropriation of $4.4 million.
